How to understand “Per (frequency)” graph in spending plan?

Hello, I have a question.                                          My SDP coordinator asked me to make some corrections to my SDP plan for my son.   Here are her comments:

“The 20.65 figure is in a column called, “Per (frequency)” that is not factored into the spending plan. Per is the pricing unit. Frequency is the number of units.”

I put in the column “Per (frequency)” amount of hours per week that I decided to hire a Personal Assistant.

Is it the right column to put this number?

I meant I give my assistant 20.65 hours per week to work with my son.

And I don’t understand her question.

Please, help me to understand the “Per (frequency)” meaning.
